Russell Cummings (MD)

Dr. Russell O. Cummings, Jr., Board Certified General Surgeon, grew up in Caldwell Parish. He graduated from Louisiana Tech University and Louisiana State University School of Medicine in Shreveport. After completing a 5-year surgical residency at the University of Mississippi Medical Center in Jackson, MS, he returned to Caldwell Parish to practice medicine and raise his family. Dr. Cummings is proud to serve his patients at Citizens Rural Clinic, an outpatient clinic dedicated to providing quality, accessible health care service to our community.
Randy W. Head (MD)

Randy W. Head, MD is originally from Start, Louisiana, and he attended Riverfield Academy while growing up. Following high school, he attended University of Louisiana Monroe (formerly NLU), majoring in Pre-medicine. Upon graduating from ULM, Dr. Head received his medical degree from LSU School of Medicine in New Orleans, and served his internship at E.A. Conway hospital (now University Health Conway) in Monroe.
Gerald A. Ross (MD)
Dr. Ross is a Pediatrician and is Board Certified by the American Board of Pediatrics. He has over 25 years of experience. Dr. Ross specializes in pediatrics and pediatric critical care. He graduated with his Medical Doctorate from the University of Oklahoma and completed his residency at Tulane University. He then went on to complete his fellowship at the Medical College of Wisconsin.
Frederick Yates (MD)
"In August 2012, I began working at Citizens Rural Clinic on a temporary basis to help out until a new doctor was hired. It did not take long for me to realize that I enjoyed working in this clinic setting, and have decided to continue here on a permanent basis helping the people of Caldwell Parish and the surrounding area with their routine medical needs."
Dr. Ruby Frederick Ketner Yates graduated from LSU School of Medicine in New Orleans in 1987, and completed an Emergency Medicine Residency at Brooke Army Medical Center in San Antonio, Texas. He served as Chief of Emergency Services in the US Armed Forces at the US MASH Unit in South Korea, and then as Director of Emergency Medicine at St. Francis Medical Center in Monroe, followed by a similar position with Minden Medical Center located in Minden, Louisiana. Dr. Yates joined Citizens Rural Clinic during August, 2012, and is treating patients of all ages. Citizens Rural Clinic is an outpatient clinic dedicated to providing quality, accessible heath care services to our community.
Kamal A. Masri (MD)
Dr. Masri is a Pulmonologist and Board Certified Internal Medicine Specialist who also specializes in Critical Care Medicine. He completed his medical degree at Medical University of the America’s - Nevis, followed by his internship and residency with LSUHSC Shreveport School of Medicine. His fellowship is also with LSUHSC in Pulmonary & Critical Care Medicine. Dr. Masri sees patients in our clinic for lung-related diseases and conditions.
Linda Plunk Allen (MSN, FNP)

Linda has 36 years experience in nursing and rural health care. She graduated from Northeast Louisiana University with a BS in Nursing and then with honors from Grambling State University with a Masters Degree in Nursing as a Family Nurse Practitioner. For the last 25 years, she has worked with Caldwell Parish physicians and providers to bring quality health care to citizens living in our region. Robin Mullenix Floyes (MSN, FNP-BC)

Robin Mullenix Floyes, a Caldwell Parish High School graduate, obtained her Bachelor of Science in nursing from the University of Louisiana in Monroe. She worked as a Registered Nurse at Citizens Medical Center for 15 years, and in 2011 received her Masters from the University of Cincinnati. She has since joined the staff of Citizens Rural Clinic as a Board Certified Family Nurse Practitioner, and is available to treat patients of all ages for acute or chronic problems.
Traci Gray (APRN, AGNP-C)
Traci Gray is a Board Certified Adult Gerontology Primary Care Nurse Practitioner. Traci’s experience spans two decades of health care education through instruction and certified training. Her expertise adds another important dimension to the patient care services offered at Citizens Rural Clinic.
Whitney Guerrero (MSN, FNP-BC)

Whitney Guerrero is a native of Caldwell Parish. She graduated from Caldwell Parish High School, and obtained her Bachelor of Science in Nursing from the University of Louisiana at Monroe in 2011. She worked as a registered nurse for several years, and graduated with honors in 2015 from Northwestern State University of Louisiana with a Master of Science in Nursing. Whitney is a Board Certified Family Nurse Practitioner, and sees patients of all ages for acute and chronic health problems at Citizens Rural Clinic.
Lea Ann May-Lillo (MSN, FNP-BC)

Lea Ann May-Lillo has worked as a Family Nurse Practitioner at CRC for the past six years. She received her Bachelor of Science in Nursing from the University of Louisiana at Monroe in 2001. After several years working as an RN, she returned to school at Grambling State University and received her Masters of Science in Nursing in May 2006. Lea Ann is a Board Certified Family Nurse Practitioner, and sees patients of all ages for both acute and chronic problems.
