Russell Cummings (MD)
Dr. Russell Cummings is Citizens Medical Center's leading General Surgeon for both in-patient and emergency-based surgeries. His concentrations include: herniarepairs, hysterectomies, appendectomies, bowel restrictions, mastectomies, thyroidectomies, hemorrhoidectomies, breast biopsies, circumcisions, laproscopic procedures, laproscopic gallbladder removals, lesion and cyst removals, D & C, EGD and colonoscopies, and bronchoscopes.

Randy W. Head (MD)
Randy W. Head, MD is originally from Start, Louisiana, and he attended Riverfield Academy while growing up. Following high school, he attended University of Louisiana Monroe (formerly NLU), majoring in Pre-medicine. Upon graduating from ULM, Dr. Head received his medical degree from LSU School of Medicine in New Orleans, and served his internship at E.A. Conway hospital (now University Health Conway) in Monroe.

Floyd T. Jones, D. O.
With over 30 years of family practice experience, Dr. Jones is known and trusted by many area residents. He is a recipient of the American Medical Society Physician Recognition Award. His education spans from the University of Health Sciences - College of Osteopathic Medicine to an internship with Charles E. Still Osteopathic Hospital, Jefferson City, MO, and residency at LSU Health/E.A. Conway Hospital in Monroe. In addition, he has valuable Preceptor experience with University of Louisiana at Monroe, Delta Ouachita Vocational Technical Institute, and University of Southern Mississippi.

Emily D. Kinney, M.D.
Dr. Emily Kinney is board certified in Family Medicine, and began seeing new patients on July 15, 2019. She is a graduate the LSUHSC Shreveport Medical School and served her internship and residency at Ochsner LSU Shreveport - Monroe Medical Center.

Kamal A. Masri (MD)

Dr. Masri is a Pulmonologist and Board Certified Internal Medicine Specialist who also specializes in Critical Care Medicine. He completed his medical degree at Medical University of the America’s - Nevis, followed by his internship and residency with LSUHSC Shreveport School of Medicine. His fellowship is also with LSUHSC in Pulmonary & Critical Care Medicine. Dr. Masri sees patients in our clinic for lung-related diseases and conditions.

Assad Mouhaffel (MD)
Dr. Mouhaffel, a Cardiologist, specializes in treatment of cardiovascular disease (heart disorders) and internal medicine. He graduated from the University of Aleppo, Syria, and received further training at Medical College of Ohio and Lutheran Medical Center in Cleveland, Ohio. Dr. Mouhaffel is Board Certified by The American Board of Internal Medicine for both Cardiovascular Disease and Internal Medicine. He has over 27 years of experience, and sees referred patients in our clinic.

Kurt D. Olinde, M.D.
Dr. Olinde has 30 years of physician experience, and welcomes patients to his internal medicine practice in the Columbia Medical building with Dr. Floyd Jones.
Dr. Olinde's experience includes the Veterain Affairs Medical Center in Jackson, MS, Jeff Anderson Regional Medical Center in Meridian, MS, Hardy Wilson Memorial Hospital in Hazlehurst, MS, St. Francis Medical Center in Monroe, LA, the Department of Veterans Affairs in Monroe, LA, and Glenwood Regional Medical Center in West Monroe, LA.

Lee R. Pankey (MD)
Dr. Pankey is Board Certified in Clinical Pathology & Anatomic Pathology. He graduated from Louisiana State University School of Medicine in News Orleans, earning a Doctor of Medicine (MD) degree, and he completed his internship & residency with LSU Health System. Dr. Pankey is prepared to diagnose all types of diseases and disorders by studying tissue, blood or fluid samples from patients.

Gerald A. Ross (MD)
Dr. Ross is a Pediatrician and is Board Certified by the American Board of Pediatrics. He has over 25 years of experience. Dr. Ross specializes in pediatrics and pediatric critical care. He graduated with his Medical Doctorate from the University of Oklahoma and completed his residency at Tulane University. He then went on to complete his fellowship at the Medical College of Wisconsin.

Frederick Yates (MD)
Dr. Ruby Frederick Ketner Yates graduated from LSU School of Medicine in New Orleans in 1987, and completed an Emergency Medicine Residency at Brooke Army Medical Center in San Antonio, Texas. He served as Chief of Emergency Services in the US Armed Forces at the US MASH Unit in South Korea, and then as Director of Emergency Medicine at St. Francis Medical Center in Monroe, followed by a similar position with Minden Medical Center located in Minden, Louisiana. Dr. Yates joined Citizens Rural Clinic during August, 2012, and is treating patients of all ages.

Roland Garcia (CRNA)
Roland Garcia, CRNA, is a native of Caldwell Parish who attended Graduate School at Allegheny Valley Hospital School of Anesthesia in Pittsburgh, P A. He has provided anesthesia care for cases ranging from outpatient ambulatory care to complex open-heart cases. "My mission is to make the surgical experience as comfortable as possible by delivering the safest and highest level of anesthesia possible to all patients."
